It can happen and it does. Fair.
However when you pay for a room it's usually to sleep, shower, use the toilets (in no particular order). I would say that any of these basic things not functioning means the contract was not fulfilled 100%.
I have no clue what you should've asked for but I agree that some sompensation is in order. I've just written a complaint to Hilton as well because of a terrible stay last week (incl. no hot water in the shower).
