Given that neither OCI nor PIO status grant political rights to persons using such status to enter or remain in India, systematically excluding OCIs and/or PIOs from access to the consular officials of their country of citizenship (entitling full political participation rights) would seem to be an invitation to trouble and acknowledgment of violation of international and domestic obligations.
I am sure that police in India -- much like with police in the US and many other countries -- still often fail to allow all arrested foreigners immediate contact with their consular officials and thus be assisted by such in the most timely manner possible -- as viewed from the perspective of consular services type personnel either in the host country or in the home country.
