Entities that demand passports (hotels, banks, hospitals, airlines, etc) want the real deal, but as jiejie mentioned, most people leave their passports in safe places unless they know they will need them. I'm hard pressed to think of a law that is ignored on a more widespread basis than the matter at hand. .
