Some of the Indian officials previously or currently involved in OCI introduction and implementation certainly had in mind that it may eventually be a useful way to grow the Central government's tax base in one or more ways.

The other concern some have with pursuit of it is what it may mean for their citizenship and/or (government-related) employment in or with the country whose passport is ordinarily being used.
