Yes, provided the fare that you purchased allows the routing through DTW. If the fare requires direct travel, then no, you would not be able to SDC to MSP-DTW-MKE. With MSP-MKE, my suspicion without knowing your exact fare basis code and rules is that your fare probably requires direct travel.
That said, some agents will allow it anyway, so doesn't hurt to try.
