Happens all the time. I often go to look at the status of a flight and it shows multiple legs. Used to be more prevalent on trips through hubs (i.e. LAX/DTW/ATL), but I wish they would reuse flight numbers the way you describe. It would eliminate those 1-stop routings where you get screwed on the miles and segment.
