fwiw -- since the start of this post I have been commuting weekly between LAS and ATL/vv and have not received a t-6 upgrade notification. However I have cleared to FC 100% at the gate --- If i check in at the sky priority lane right at the one hour mark before departure they issue me my new bp in fc.

so net net -- upgrades for me have been 100% -- continuation from last year --- just not at the DM window for the LAS ATL vv routes --- my other routes taken still appear to be not under the FCM umbrella
