At certain points of the day there certainly were a lot of non hotel guests up there taking photos and just looking at you. It was a little bit like being in a zoo.

But to be honest it didn't really bother us. If you are self concious about being seen in swim wear it might be a bit of an issue, but what 5* hotel pool in a desirable location isn't a zoo at some times.
