As said by many in multiple threads across FT over the years:
OW does not have allliance wide luggage allowance for elites. Everything is based on ticket and/or individual airlines having their own policies for class of travel and/or airline/OW status.
It's all part of the "seamless travel experience" first promoted by the airlines when the alliances were formed!!
