I think it does say somewhere on hertz.com that clarifies that an authorized spouse is one who is 21 or older. However, I'm not 100% sure on this.

What I am 100% sure of is that there is no underage fee for additional authorized drivers because underage additional authorized drivers are never permitted. The system will not let you add them...period.
