Wow, that was a calm post for such an unpleasant experience!

The TSA people are correct that the airlines are responsible for policing the priority lines. It appears that Southwest (and possibly other airlines) dropped the ball. Fly-Bys are supposed to be enforced at least when the lines get long. At my California airports, enforcement has been consistent for at least 2 years now.
