I always think that Novotel and Mercure brand positioning is a bit awkward, they seem to compete with each other if they exisit in the same market as they position themselves to attract the same type of client base.
So it seems like Novotel/Mercure are in the same position as Hilton/Doubletree -- two brands owned by the same company that target the same customers without much difference between them.
