Some rules, yes; however, the rules related to passenger compensation and/or right to care for flight delays and cancellations are a different story as: those apply to EU/EFTA/EEA carriers regardless of origin and destination of flight; and also those apply to non-EU/EFTA/EEA carriers when a flight originates at cities in the EU and/or EFTA and/or EEA countries.

Even were the rule to be applicable by way of the flight being on an EU/EFTA/EEA carrier, under the regulation the kind of delay you mentioned is too short in time to be actionable given the flight distance.

1. 2 hour delay is actionable for a flight of less than 1500 km in distance when the flight is a covered flight (EU/EFTA/EEA-departing and/or EU/EFTA/EEA carrier)

2. 3 hour delay is actionable for a flight of greater than 1500 km in distance, or any other flight of greater than 1500 km but less than 3500 km in distance, when the flight is a covered flight (as noted above)

3. 4 hour delay is actionable for a flight not within EU/EFTA/EEA of greater than 3500 km in distance, when the flight is a covered flight (as noted above).

Even if in a situation where the matter is actionable getting the airline to pay is anything but guaranteed, and certainly isn't always easy.
