Flex and Saver are simply brand names that have been given to fare classes and have no relation to the actual meanings of the terms "Flex" and "Saver".
That does depend on the routes. On some, at least, flex fares are refundable whilst saver are not and these are ones I have been buying tickets for recently . if the saver fares had been fully refundable and changeable without a fee , I would have purchased saver fares. The choice was saver which was non refundable and $75 change fee against flex refundable and no change fee

On this route , at least, there is a sensible delineation between flex and saver fares.
