Best was Hong Kong. The drivers are courteous and honest. If they didn't understand a destination, they had me speak it into their radio and someone in dispatch found the location and translated it.
You can get ripped off in HK. I've had drivers with rigged meters. Having lived there I knew and could fight it.
I find taxis in mainland China cities are geneally dirty, the drivers are rude and the driving is awful. If you're foreign you may have to fight to even get them to use the meter.
I find the best are Japan and Singapore.
