No. Typically, if you fail to fly the first leg of a ticket -- whether it's a cash ticket or an award ticket -- all subsequent legs of that ticket are cancelled (with no refunds). But you are certainly free to book a NYC-YUL award for 12,500 miles, and a YUL-NYC-WAS award for another 12,500 miles.
