Delhi, Prague, Bucharest and Malaysia are bad. Delhi is a bit better than before. Quite a few Bangkok cab drivers also try to scam you by demanding an inflated price and are somewhat reluctant to use the meter.
Have had consistently good experience with cabs in Osaka, Tokyo, London, and Singapore.
