#4 Bali - Some of them break the meter to make it run 2 or 3 times faster. When you complain, they play dumb. Some of them don't use meter, and you have to negotiate with them before you get on. I was told by the hotel concierge that some taxi companies are not reliable and dangerous.
Bali is not a problem because there ARE plenty of reliable taxies so you can easily avoid scam taxies by sticking to a reputable company. Bluebird would be the sure bet. And since a taxi ride across town is likely to cost you less than $2 it is one of the best taxi spots on the planet.
Manila deserves dishonorable mention in the rotten category.
