According to the BA guide to selecting your seat, Silvers can select from the time of booking. My business travel is booked via a TA and I've always been able to select seats, most recently yesterday. Sorry not to be more help with suggesatios as to what the problem could be, but the explanatiosn you're being given sound unlikely to me.
