Not in Europe. You'll find and assortment of sizing cages/gauges/boxes around airports. You can't run the argument "If it wasnt for the wheels or handles it would have fitted in the gauge"
And Asia. Actually a lot of places in the States as well. It might vary by carrier in the States more. AA typically has a solid walled steel box as a sizer. Bag doesn't fit, bag gets checked. And wheels and handles are included. They certainly dont make every bag get tested, but if they do the wheels and handles are going to count.
