If you have ruled out the tube/DLR and a taxi, then I'm afraid you'll have to walk it.

DLR will be absolutely fine and most (if not nearly all) tube stations have escalators (or elevators) to reach ground level.

From LCY to IC Park Lane, I would definitely use the DLR and tube.
