I don't have too much to add on Raffles since you've read the other thread other than to say that breakfast was fine there. I don't like the FS at all and would avoid it. The St Regis was fine with nice butler service, but I was unimpressed with the restaurants (but I don't remember breakfast specifically). The other main option if you want to be near Orchard is the Shang's Valley Wing, but that is based on comments I've read here rather than personal experience.
