I've rented from Hertz LAX every week for the last 6 months and have never spent more than 45 seconds at the booth - hand the contract, show my ID, scribble a name (any name - I'm working through the Disney chanracters right now) and go. Sometimes they take an extra 10 seconds to find the ID sticker on the car, max. And the lines have never been more than 3 deep, so 3-4 minutes max.
As another poster noted, the time to actually get to the site can be a problem. I'm at the 1st stop and it can sometimes be 20 minutes to circulate the whole airport then drive to the site. They need to do something to speed it up.
