That is tight, I wouldn't risk it, but KWI is an easy airport to transit. You don't have to go through customs and immigration on transit -- the arrival gate leads you into the main terminal, where you just walk to your departure gate. There are transit desks (obviously if you are going to attempt this, then make sure that you have your onward boarding pass in FRA), and security is at each gate.
