If you dont have proof that you paid the toll in question (and you just admitted that that toll did not show up on your statement), then AVIS is correct here. They paid the toll for you, and in accordance with your terms & conditions of rentals, they also charged you the convenience fee. No matter if you think its "absurd" or not, its what you signed.

Here is the other option... You clearly didnt pay for the toll, so under Florida Law you ran a toll... You're now a Toll Evader. That will cost you $100 in a fine from the state of Florida. But since the car is registered to AVIS, AVIS will charge you the $100 fine, plus a hefty processing fee to pay the fine.

While this seems all crazy, you clearly didnt pay the toll. Enough said.
