Actually, the short answer is yes.

Although BA will assess its high fuel surcharge on TATL redemptions on its own metal and those of its oneworld partners, it does not do so for redemptions on its non-oneworld partner Aer Lingus, which just happens to serve BOS. To check Aer Lingus award availability and book with BA miles, you must, however, call the BAEC Service Center. (BA's website only allows award bookings on its flights and those of its oneworld partners.) You can check the Aer Lingus website to see if they fly to Norway or anywhere close by.
