For the last couple years, this is what I've experienced:

Room Level Upgrade:
Std. Room -> Mini (Jr.) Suite
or
Mini (Jr.) Suite -> One Bedroom Suite


Suite Upgrade:
Std. Room -> One Bedroom Suite
