Farecompare only shows published fares - it doesn't check for availability. I use FC to get a rough idea of the lowest filed fares, and I click through on the calendar to see when that fare might be available. For example, if I click through and only Mon-Thurs are highlighted for the month of June, then I know that the fare was never valid for a weekend trip in July. But that's all you can assume/deduce from farecompare.com.

Fare routing has never worked, as far as I know. Fare rules work sporadically.
