Splittin' Aces gives seems valid and would seem to follow common sense and T&Cs, in fact if you try to make this booking via phone Reservations, they will not allow you to book CityFlyer flights I have found:

I did make the booking by calling the US BAEC, and they booked us onto the CityFlyer flights with no questions asked. It's a bit of an irony in that some are reporting you can book CityFlyer online using the Chase 241s, but not on the phone. In my case I had to use the call center because you
cannot book four people on the same PNR using two Chase 241s and do it online. The BA.com award booking engine can't deal with two vouchers on the same booking, only one (or at least that's the way it was several months ago when I made the booking.)
