Never been charged for extra days when I returned the car early. If Hertz (or for that matter any of the car rental agencies) tried to do so, I would book a short rental and then just keep the car.

People keeping the car extra days without notifying Hertz would cause more havoc to thier scheduling and do more damage to their financials than they could ever expect to recoup by charging an early return penalty.
