The problem with rules is that people can disappear up themselves applying the letter of the law. Given the OP's more detailed explanation, BA were operating 1.5 hours late. He was at the airport early so, given the delay, as a goodwill gesture, why not move as many pax as possible to the earlier flight to get them to their destination without subjecting them to the delay. It seems common sense to me but maybe I'm missing something
