You might want to try and aim for President Club, though Avis UK will not give it to you unless you are a CEO/MD of a company spending a substantial amount of money with them.

Your best bet would be to give Avis Israel a call as they are a little more flexible (though not as flexible as they used to be), ask them to check your rental history and see if they will give it to you.
