You could get a one day pass to the PC or RCC and leave your bags there. Some clubs have lockers, not sure about LGA but it is pretty safe to leave bags in clubs in the designated area. Then you can take a cab or bus to NYC. They have a bus that goes to Grande Central Station which is not far from Times Square.
