The cheapest phone comes with a sim card and it's unlocked. You can use those phones as spares for travel. You can drop any US sim into it.
The cheapest phone (Nokia 1661) does NOT come unlocked. I received 2 of these phones when they had the free phone with $100 airtime purchase.
You can use use a Rogers sim card in any Speakout phone.
