Has very little to do with inventory. There are other elements at play here.
I have been on flights this year, that over 50% of the bussiness class cabin was empty at boarding time, and I was holding a Y class fare, and NEVER pre-cleared unitl the gate. They cleared everyone at the gate.
Yet I have other flights that with a Y ticket I get upgraded at time of purchase. Its is never consistent.

We put an average of 200K per year on Delta, each of us, and I can tell you for a fact that timing is all over the place.
I have had Y class tickets clear as late as the day of the flight, and as early as the time I booked.
What the Delta Rules say, and what happens in reality are very different.
I can also tell you that things were much much more consistent with the rules back in 2009 and 2010.
It seems that this type of "messed up" upgrading is happening more frequently in 2011.
It has *everything* to do with
V inventory - and nothing else. V is the number of seats DL chooses to release for elite upgrades, and is different from how many seats are open or available for sale. With that in mind, get a subscription for ExpertFlyer and re-read what I wrote.
