I go with the lowest price and Budget and Thrifty are consistently the cheapest of the big rental companies. Sometimes I use Dollar (Thrifty's sister company). I really can't tell much difference in service. It really depends on the individual locations. Signing up for Fast Break and Blue Chip memberships saves some time, but even then you have to do a little bit of waiting at the counter. My expectations are quite low, so I'm not usually disappointed.
