This is a great question - one I'll say I honestly am not 100% certain of the answer too (when I started we used Brass Keys...yes it was a long time ago)
1) I dont believe so - based on personal experience on both sides of the desk (as a guest and as an employee)...but there are different lock systems out there so it's quite possible this is correct for the lock system they have installed
2) IMO no
