For the price range we are looking at, Victorinox carry-on seems to fit the bill best. However, I'm not sure what size to get her:

I'm sure the 20" is not a problem for a carry on. BUT more size would be great. I wish I had a 22" vs. a 20". Do any of you folks use a 22", or even better, use the Werks Traveler 3.o or 4.o versions? Any thoughts on the wide version? It looks squarish, and thus I wonder if it will end up being flagged at the gate etc. repeatedly to be checked in?
Years ago I had a 22" Victorinox Werks Traveler (version 2.o) and loved it. However, I noticed it increasingly was not fitting into overhead bins without putting it lengthwise. Wheels were the main problem. So I gave my 22" away and bought a 20" Hartmann Piece which I love, although I wish it was bigger. An expensive swap but I hate people who always put their bags in lengthwise.
FYI, Continental's official policy is 22x14x9x (which amazingly none of the bags match on width). However this 22x is for a bag in entirety and victorinox (like the other MFG) only give you interior dimensions (i.e., ex-wheels etc.)

The sizer is the final arbiter. If it doesn't fit in the sizer, the GA will ask you to check (if the GA is looking, which most of the time they don't). I personally hate it when pax have luggage that has to go in sideways, it's inconsiderate and screws up boarding for everyone else.
Anyhow, I use a B&R 21" (it's really 21.5") baseline

Best piece of luggage I've owned. It's actually 23.5 including the handle, but it fits in every overhead the "normal" way on every mainline plane I've ever flown except for RJ's (A318/319/320/321/330/340, 737/747/757/767/777, MD80, etc..). It'll even fit in the tiny 767 center aisle overhead bins that UA has on their domestic flights. I've never tried it in a sizer, but I don't think it'd have any problems, the "end" of the sizer is open so the handle wouldn't stick out noticeably. I'll have to try it sometime. I've got more luggage in my closet than my wife has shoes, and I always go back to my B&R. Not sure if it's in the price range you are looking for or not, but if it is, I don't think you'll be disappointed.
Me personally, I try not to make my luggage attract attention. I hate checking, and I've only ever had to do it once, on an LH flight in Europe, because my travel buddy had his luggage overstuffed so they measured me as well. Size I was ok, but the bag was 1Kg over weight so I had to check.
