Just had a closer look at this. When you book online, there are 3 Terms & Conditions - these are (i) Fare Conditions, (ii) Online Booking Terms & Conditions, and (iii) Conditions of Carriage
The following is an explicit statement extracted from (ii):-
The Skywards Miles and Miles Accelerator Bonus displayed are indicative only. The actual Skywards Miles and Miles Accelerator Bonus credited to your account will be determined separately in accordance with the Skywards programme rules. To view the Miles Accelerator Bonus conditions, please follow this link.
For this reason, the Skywards Terms & Conditions become the prevailing conditions and you can refer to what I posted before (below again for reference):
"Skywards Flex Fare means an Emirates commercial fare which is not subject to the Skywards Saver Fare restrictions (defined below);
Skywards Saver Fare means an Emirates fare which is subject to any eligibility restrictions relating to purchase (including, but not limited to, 'students'; 'seniors', 'seaman'; 'missionary'; 'cruise'; 'youth'; 'companions'; 'groups'; 'inclusive-tours'; 'air passes') and/or has a limited sales period (a 'must purchase by' date), and all fares sold by other airlines for journeys partly flown on Emirates; "
So if Skywards fail to credit the appropriate number of miles, you can try writing to them and kindly refer to their own terms and conditions

"Including but not limited to..." is their escape clause. In essence it is whatever they feel like whenever they feel like it.
