I suppose they are forbidden beyond the checkpoint, but I haven't heard of any shell-only causing a problem for aviation.
Actually, I can fashion a functional weapon out of materials that will pass screening that could use those .22 shells. Not that it will do anyone any good attempting to commandeer the aircraft - they may hurt one person, but the rest of the passengers are going to then kick the perps butt.
