If someone in the middle of the screening process stopped for a moment to honor some deceased people, they'd probably be told they're getting the $11K fine for "interfering with the screening process."
If a bunch of people who're unable to find a better job decide to stop the screening process for the same reason, shouldn't they be fined? Or, better yet, fired?
