You have a point, vaginal penetration is unlikely here. But I'd also like to point out that "grazing" my private area in between my labia, which would likely happen as my labia would separate if I were required to assume the patdown position, would give you a good chance of making contact with my clitoris. Even my gynecologist wouldn't dare do that.
