I wouldn't be surprised if it was a Cap One issue.
I got one of their cards a few years ago for a trip out of the country.
All of my other cards have much much higher credit limits than the tiny amount they gave me. They said they would raise it in 6 months. Years later, it's still the same limit and I have perfect credit.
So I end up paying the x% fees on other cards using it out the country since I'm afraid to use the Cap One much and go over the low limit.
