My understanding is that no matter how much you individually rent, or spend, you cannot become, or ask for President's Club. However, if I'm not mistaken American Express has arranged for Centurion Card holders to get it, or at least some of the benefits of it.

Otherwise, President's Club is by invitiation only which is extended to the CEO of mid sized companies and also the travel manager of larger Fortune 500 type companies.

Chairman is much more rare and exclusive and it's only given out to exceptionally beautiful people with outrageously strong animal magnetism. The benefits are sworn to secrecy.
