That's what I've discovered. Mr. Kipper had a voucher to use after being bumped from a flight from IAD to MDT in March. Most flights we found that gave him the miles he needed were CO metal, so we weren't able to use his voucher. To get the miles he needed, using the voucher, we had to pay $250 more than a CO metal flight, just to fly UA metal.

His last flight was overbooked, and they asked for 1 volunteer. He didn't make it to the counter quickly enough to volunteer, and was upset until I pointed out to him that the vouchers are such a pain to use, it's not worth it.
