If Chinese passengers would be willing to pay for service, I guess Emirates would launch that service immediately, but right now, China Eastern might be the leader in offering the cheapest fares with out added value.
The EK Business Class product is not for Chinese people looking out for cheapest fares, clearly. Keep in mind also that there's plenty of foreigners flying to China, it isn't just the Chinese flying on EK.

I think the reason would have more to do with finding a dependable service provider as EK does not provide these services themselves. Perhaps the cost is prohibitive, or competition is so weak EK feels they can get away without providing the service.

Comparing number of billionaires (they probably fly private) and millionaires (they probably fly economy on personal travel) is meaningless, as these aren't the people filling up J cabins.
