Which isn't the case as he is connecting from US through YYZ to HK... so he has to clear Canadian customs...not US customs. I think its a pretty easy procedure. However I don't think YYZ T3 has a through check through procedure. Which means that you need to pick up your luggage and then recheck through to HK.
