China is a country with around 1.5 billion people (not to mention how many people are not even registered), it is just not possible to offer this service.

As also, in China, nobody cares about service and most of them don't understand even what it means, they are all getting used flying with China Eastern, China Southern, you should see their aircrafts and how much legroom they have. For Chinese passengers it is more about, lowest price, service sucks, but that's okay, it must be cheap and the lowest fare possible.

There are airlines for RMB 100, for domestic flights, their flight-attendants are not here to serve, they spend their time in selling mickey-mouse towels, cups, mugs, anything you can think of. (not to mention how many hours a flight delay might be on each of those flights).

If Chinese passengers would be willing to pay for service, I guess Emirates would launch that service immediately, but right now, China Eastern might be the leader in offering the cheapest fares with out added value.
