Seems like a pretty good deal ... I'm really surprised it's only $650/month though ... are you guaranteed at least a full-size for that price, or are they upgrading you?

Budget has been heavily advertising their mini-leases in USA Today, but they are like $589.99 plus taxes for a Ford Focus.

However, unless you really would rather a "new" Impala all the time, you can go to a Lincoln or BMW dealer (both of whom are offering the first 36 months/36,000 miles of maintenance for free on their cars) and lease a Lincoln or BMW for the same amount (or less, depending on the exact car you get) of money and not pay for anything either (free maintenance and bumper-to-bumper warranty covering everything but fuel), of course you're "stuck" with the same car for however long you sign your lease for ... but for $650/month you could probably get away with just a 24-month lease. The only downside to that is if you put a lot of mileage on your car it might not work out. Of course, I'd rather have a 23 month old BMW than a brand new Impala any day.
