One of the Delta Connection carriers—Compass, I think—regularly announces that the window shades must be open for take off and landing. I think it makes sense to be able to assess conditions outside in the event of an accident.
Normally Delta doesn't say anything, but every once in a while you will get a FA that mentions it. I usually close my first thing and go to sleep.
